Welcome to the City of Greenville's Office of Management & Budget (OMB). OMB is responsible for the following activities:

Revenue Collections

Payments for the following can be made to the Revenue Division, located on the Fourth Floor of City Hall:

  • Street Cut and Encroachment Permits
  • Additional Garbage Containers
  • False Burglar Alarm Fees
  • Delinquent stormwater Fees
  • Special Assessments

Payments can be made in the form of cash, money order, cashier’s check, check or credit card.

Online payments are received for Municipal Court citations, Parking tickets, Recreation rentals, and Zoo shelter rentals. For additional information regarding online payments, click here. If you have a questions about making a payment, please call 864-467-4503.

Local Accommodations Tax

The Revenue Division also collects the three percent Local Accommodations Tax the City levies on businesses engaged in providing accommodations for transients within the jurisdiction of the City. Questions? Contact Karen Osborne at 864-467-4503.

Business License

Any business that is located within the City of Greenville or any non-resident business that comes into the City that engages in, causes to be in, and/or represents himself/herself to be engaged in, any occupation or activity with the object of gain, benefit, or advantage, either directly or indirectly are required to purchase a Business License each year (January 1st to December 31st). Temporary and one-time licenses are issued when appropriate and are valid for the specified time period on the Business License.

The Business License Division is also responsible for the collection of the Hospitality Tax. The City levies a two percent local Hospitality Tax on prepared meals and beverages, inclusive of alcoholic beverages, beer and wine sold in establishments. All city restaurants, bars, lounges and private clubs serving food and/or alcohol are required to pay this tax.

Geographic Information Systems

Geographic Information Systems (GIS) Division provides a variety of maps as well as Street Finder, a street index book that provides an alphabetical index of all streets within the City, free of charge for download to the public. Additionally, geographic data within the city limits of Greenville is available for a small fee.

TD Convention Center

TD Convention CenterThe TD Convention Center is owned by the City and is one of the nation's largest convention and meeting facilities with more than 315,000 square feet of exhibit space and 88,000 square feet of meeting and conference space. With a $22 million enhancement plan completed, the TD Convention Center offers unbeatable flexibility and value to groups who are looking to expand their event. TD Convention Center is a popular regional destination for corporate meetings, trade shows, banquets, and special events. A strong area manufacturing economy, particularly in automotive services, has helped make Greenville an attractive site for related activities.

Financial Publications

The Office of Management and Budget is responsible for the preparation of the City’s Annual Budget, Capital Improvements Program and Comprehensive Annual Financial Report (CAFR).

The City’s Annual Budget and CAFR have both been recognized by the Government Finance Officers Association of the United States and Canada (GFOA). The GFOA awarded the City a Distinguished Budget Presentation Award for its Annual Operating Budget and a Certificate of Achievement for Excellence in Financial Reporting for its CAFR. A budget document must meet program criteria as a policy document, as an operations guide, as a financial plan, and as a communications device in order to receive the Distinguished Budget Presentation Award.

To receive a Certificate of Achievement for Excellence in Financial Reporting, a CAFR must be easily readable,efficiently organized and satisfy both generally accepted accounting principles and applicable legal requirements.
