Employee Benefits
The City of Greenville offers a comprehensive benefits package designed to provide
a variety of choices to best fit your needs and the needs of your family.
We offer several insurance options:
Medical
Insurance is available to all eligible full-time and part-time employees
and their eligible dependents. Employees have two group plans from which to choose.
Both plans have vision and pharmacy benefits. The City shares the cost with the
employee.
Dental Insurance is available to all
eligible full-time and part-time employees and their eligible dependents. The City
shares the cost.
Basic Life Insurance:
The City of Greenville provides all eligible full time employees $25,000 basic group
term life, basic accidental death, and dismemberment effective the first day following
their hire date. The City pays the premium for this benefit.
Voluntary Supplemental Life Insurance:
Eligible employees may also enroll in an optional life insurance program. Employees
may purchase additional amounts of coverage on themselves ($10,000 up to $100,000).
Long-Term Disability: Long-term disability
coverage provides income protection of 60% of an employee’s monthly salary after
90 calendar days of approved disability. The City pays 60% of the premium.
Short-Term Disability: The City’s short-term
disability coverage provides income protection of 60% of an employee’s weekly earnings
after 15 calendar days of approved disability.

We offer Leave and Holiday Benefits:
General Leave is earned bi-weekly
by all regular, full-time employees based on continuous service as follows:
- 1st Year: 13 Days
- 2nd - 10th Years: 18 Days
- 11th - 20th Years: 23 Days
- 21+ years: 28 Days

Funeral leave is provided to regular, full-time employees in the case of
death of an immediate family member. Up to three (3) consecutive work days
may be granted with pay.

Workers'
Compensation All City employees are covered under
the provisions of the Workers' Compensation Act. This Act provides monetary
protection for the employee and his or her dependents in the event of injury or
death while conducting work for the City.
Pre-Tax Benefits An employee’s
deductions for medical and dental premiums, flexible spending accounts, deferred
comp and the City’s retirement plans are all taken on a pre-tax basis. This
means that before federal, state, and Social Security taxes are calculated and deducted
from an employee’s pay, these deductions are used/taken to reduce gross pay and
thereby reduce taxes.
Flexible Spending Accounts The City
of Greenville offers flexible spending accounts (FSA). FSA's allow employees to
pay for out-of-pocket health and dependent daycare expenses with pre-tax dollars.
By lowering the taxable income, employees pay fewer taxes and have more money to
spend.
Retirement
The City of Greenville is a member of the South Carolina State (SCRS) and Police Officers (PORS) defined benefit
Retirement Systems. Regular, full-time and permanent part-time employees are required by state law to contribute
to the system through payroll deductions. The 2012 Retirement Reform Bill, H.4967, increases the mandated employee
contribution amount .5% per year for 3 years, a 1.5% total increase for both SCRS and PORS participants. Effective
July 1, 2012, regular, full-time and permanent part-time SCRS and PORS (Sworn Police) employee contributions increase from 6.5% to 7.0% of gross pay bi-weekly. The City will continue to pay 4% of the employee’s required contribution. The City’s (employer) required contribution under the SCRS system will increase to 10.6% effective July 1, 2012 through June 30, 2014. Effective July 1, 2014, the City’s mandated SCRS contribution will increase to 10.9% of employees’ gross pay. Effective July 1, 2012, the employer’s mandated contribution under PORS increases to 12.3%.
Benefits of the Retirement System include:
Class II Members (Employees hired on or before June 30, 2012)
- A monthly annuity at retirement
- Vesting after five (5) years of service
- Disability retirement eligibility after five (5) years for non-work related injuries
- Life insurance (if you die in-service) equal to one times your annual salary, after at least one year of service credit
Class III Members (Employees hired on or after July 1, 2012)
- A monthly annuity at retirement
- Vesting after eight (8) years of service
- Eligibility to retire includes “Rule of 90”, which means your age plus years of service must equal at least

- Disability retirement eligibility after eight (8) years for non-work related injuries

Firefighters are covered under a separate Firemen's Pension Fund. Their required
contribution is 5.775% bi-weekly.

Deferred Compensation Employees of
the City of Greenville have the option of contributing on a payroll deduction basis
to the State Deferred Compensation System's 401(k) or 457(b) plans. These plans
offer long-term, tax-deferred savings. These programs allow an employee to defer
income to provide additional income upon retirement. These plans are voluntary and
allows enrollment or changes on an ongoing basis. The City does not contribute towards
these plans.
Employee Assistance Program When concerns
become overwhelming and affect personal happiness, family relations, performance
at work, and even health, professional help is needed. The Employee Assistance Program
offers counseling, education, and referral services to employees and their eligible
dependents. The EAP’s internal and external counselors provide free, professional
counseling services that are strictly confidential.
